How to File a Consumer Complaint Against Amazon for No Refund
Start with Amazon and NCH, then learn what evidence to keep and how to approach the Consumer Commission.

Swipe →You returned the product, or it never arrived, but your money is still missing. It is frustrating to keep checking your account while support asks you to wait or repeats the same answer. You do not need to start with a court case. This guide shows you how to get a clear answer from Amazon, raise a free complaint with the National Consumer Helpline, and, if the refund still does not come, file a consumer complaint yourself.
First, work out exactly where the refund is stuck
Before you complain, pin down what happened. Was a wrong or defective item delivered? Does tracking show a delivery you never received? Was your return collected, but the refund never approved? Or does Amazon say it issued the refund, while your account shows nothing? Each situation needs slightly different proof and may need a different organisation to fix it.
Open the order in Amazon’s Your Orders section. Record the order ID, price, delivery or return dates, current status, and the seller’s name on the invoice. Check the listing and return terms for that item. A refund is not automatic simply because you changed your mind; the reason for your request and the applicable terms matter. A wrong, defective or misdescribed product is a different situation from an unwanted but correctly supplied item.
If a wrong product arrived, photograph the item, its label, packaging and invoice before sending anything back. If collection has already happened, save the pickup confirmation and tracking history now. You can also read this focused guide on an Amazon wrong-product refund that has not arrived.
Make one short timeline: “Paid on 3 June; wrong item delivered on 7 June; return approved on 8 June; picked up on 10 June; refund still missing on 25 June.” You can reuse those facts in every message and complaint. It also helps you spot whether the disagreement is about entitlement to a refund or a refund that was supposedly sent but has not reached you.
When do you have grounds for a consumer complaint?
Buying through Amazon does not leave you without consumer rights. The Consumer Protection Act, 2019 covers online purchases through its definitions of “consumer” in section 2(7) and “e-commerce” in section 2(16). Depending on what went wrong, your complaint may concern defective goods under section 2(10), deficient service under section 2(11), or another ground covered by section 2(6).
Put simply, your case is stronger when you can show both why a refund is due and what happened after you asked for it. A listing promising one model, an invoice for that model, and photographs of a different model tell a clear story. So do an approved return, proof of pickup, and later messages saying no refund has been received. If Amazon refused the return, keep its written reason rather than relying only on what an agent said during a call.
The Consumer Protection (E-Commerce) Rules, 2020 add relevant duties. Rules 4(4) and 4(5) require an e-commerce grievance officer, acknowledgement of a complaint within 48 hours, and redress within one month. Rule 4(10) deals with payment of accepted refunds within a reasonable period, subject to applicable rules. Rule 6(3) restricts marketplace sellers from refusing refunds in specified situations, including defective or misdescribed goods. These rules do not mean every disputed return must be refunded within 30 days.
If informal efforts fail, section 35 allows you to approach a Consumer Commission. Under section 39(1)(c), (d) and (m), it can order a refund with appropriate interest, compensation and costs where the facts justify them. Those amounts are decided on the evidence; they are not automatic additions to every claim.
Keep proof that tells the whole story
You do not need a perfect legal file. You need a readable record showing what you bought, what went wrong, and what Amazon or the seller did next. Save screenshots promptly, especially where an order status or support message might later change. Keep the original files as well as a folder of copies you can upload.
Keep this | What it helps prove |
|---|---|
Order confirmation, invoice and seller name | What you purchased, what you paid, and which seller supplied it |
Payment confirmation or relevant account entry | That payment was made, or that a claimed refund has not appeared |
Listing and return-policy screenshots | What was advertised and which return terms applied |
Photos or video of the item and packaging | A wrong, damaged, defective or misdescribed delivery |
Delivery, return approval and pickup tracking | When the item arrived or was handed back |
Chats, emails, ticket numbers and refund messages | What you requested, what was promised, and any refusal |
Notice and delivery proof, if you send one | That you formally raised the issue and gave a chance to respond |
Put the documents in date order and label them plainly, such as “Invoice”, “Return approved”, and “Pickup confirmation”. If an agent promises a refund on a call, ask for that decision by email or chat and note the date. If Amazon says the refund was processed, ask in writing for its transaction or reference number and the date and payment method used. That answer will help you check whether the money is stuck with the payment provider rather than in Amazon’s refund process.
Do not throw away packaging or delete conversations while the dispute is open. In a Bengaluru case concerning a wrongly supplied ₹59,990 TV, the evidence included the invoice, an approved-return screenshot, emails and a shipping receipt. You may have a smaller purchase, but the same basic approach works: make it easy for someone unfamiliar with your order to follow what happened.
Visual Dispute Resolution & Recovery Framework
Ask Amazon for a clear written answer
Your first formal step is still Amazon. Use Your Orders to request the return or refund, then contact Customer Service through chat or callback. Give the order ID, describe the problem in a few sentences, attach the strongest proof, and say exactly what you want. For a collected return, that might be: “The return was picked up on 10 June. Please refund ₹8,499 to the original payment method and confirm when it will be processed.”
Ask for a ticket or complaint number and a written decision. If the response is simply “wait”, ask what remains to be checked and when you should expect an update. If your request is rejected, ask for the specific reason and the return term being relied on. A written refusal is useful evidence, even though it is not the answer you wanted.
If ordinary support does not resolve it, escalate to Amazon’s grievance officer using the current contact details displayed on Amazon.in. Include your earlier ticket numbers and a short timeline rather than starting the story from scratch. The e-commerce rules require acknowledgement within 48 hours and redress within one month, but that one-month requirement should not be mistaken for a guarantee that every contested refund will be approved.
Look at the invoice before naming the parties in later correspondence. It identifies the seller; your order and support records help identify the relevant Amazon entity. Include both where appropriate and explain each party’s role rather than assuming the platform and seller are interchangeable. If the problem is a wrong or damaged product delivery, describe what was ordered and what actually arrived in the same message.
Save every response. You do not have to argue repeatedly with different agents. Once you have clearly stated the issue, supplied proof, and asked for a decision, move to the next step if the answer remains unresolved.
Use the free helpline, then consider a notice
The National Consumer Helpline, or NCH, is a useful next step when Amazon support has stalled. Register your grievance at consumerhelpline.gov.in, call 1915, or use WhatsApp on 8800001915. Upload the invoice, your key screenshots, return or delivery tracking, and Amazon’s replies. Keep the docket number so you can check progress and refer to it later.
NCH is a free pre-litigation channel. It forwards grievances for a response, but it cannot issue a binding refund order like a Consumer Commission. Its process may take up to 30 days. A complainant whose different-model geyser had been picked up without a refund reported receiving the money after NCH took up the matter. That is encouraging, not a promise that every complaint will end the same way.
You can also send a concise legal notice yourself or through a lawyer. A notice is a formal written demand, not a court case. State the order ID, purchase and return dates, what went wrong, the evidence you have, the amount sought, and where a response should be sent. You can propose a reasonable deadline, for example 7 to 15 days. There is no guaranteed legal-notice response period for this dispute, and sending a notice is not required before filing a consumer complaint.
If drafting it feels difficult, use a notice drafting checklist and sample to keep your account factual and focused. LegalRecovery’s consumer refunds service is another option if you want help: its process starts with an online submission and expert review, followed by a professionally drafted notice sent by registered post and further follow-up. Pricing starts at ₹1,499 flat fee. You can see how its online process works before deciding whether paid help is worthwhile for your claim.
Keep a copy of any notice and proof that it was delivered. Do not wait indefinitely for a reply: in the Bengaluru TV dispute, the buyer’s notice received none. An unanswered notice can still become part of the record supporting your later complaint.
How to file with the District Consumer Commission
If the refund is still refused or delayed, you can file a complaint yourself. An advocate is not mandatory. For goods or services for which the amount paid is up to ₹50 lakh, the 2021 jurisdiction rules place the case within the District Consumer Disputes Redressal Commission. The threshold is based on what you paid, not on the larger total you might request after adding compensation.
You can file online at e-jagriti.gov.in or approach the appropriate commission. The government launched e-Jagriti on January 1, 2025, integrating earlier consumer-case filing systems. Section 34(2) of the Consumer Protection Act allows filing where you reside or work, among other permitted locations. For goods or services paid for up to ₹5 lakh, the consumer-complaint filing fee is nil.
What to put in the complaint
Identify the parties. Give your details and the details of the relevant Amazon entity and seller, with addresses supported by the invoice and order records.
Explain the transaction. State the order ID, product, price paid, purchase date and what the listing or return terms said.
Set out the failure in date order. Describe the wrong item, defect, non-delivery or unrefunded return. Include when you contacted support and what each party replied.
Say what you seek. Ask for the unpaid refund and, if justified, appropriate interest, compensation and costs. Explain any additional loss you claim rather than inserting a large unexplained figure.
Attach your evidence. Number the documents and match them to the facts in your complaint. Include the NCH docket and notice, if you used those steps.
Check the portal’s current filing instructions for required fields and document formats. A clear, chronological account is more helpful than a long message filled with anger or legal phrases. If you want a closer walk-through of the procedure, see this guide to filing a consumer complaint in India.
Do not miss the time limit
Under section 69 of the Act, a consumer complaint ordinarily must be filed within two years of the cause of action. Do not assume that repeated chats automatically give you a fresh two years. If the date is approaching, focus on filing promptly; if it has passed, seek advice about whether there are grounds to request acceptance of a delayed complaint.
Filing online means you can start and manage the filing without an initial visit, but do not assume you will never need to participate in a hearing or provide further documents. Keep copies of everything submitted and watch for notices or requests from the Commission.
How long might it take, and what if the payment itself failed?
There is no honest way to promise a refund by a particular date. Amazon should give you a clear grievance response under the e-commerce rules, and NCH says its process may take up to 30 days. For a Commission case, section 38(7) sets an endeavour to decide it within three months after notice reaches the opposite party, or five months where product testing is needed. Those are goals, not guaranteed completion dates; actual cases can take longer.
Real outcomes show both the possibility of recovery and the need for patience. In the Bengaluru TV case, filed on May 22, 2023 and decided on April 6, 2024, the Commission ordered a ₹59,990 refund with 8% annual interest, ₹2,000 compensation and ₹2,000 costs. In a September 26, 2025 Jodhpur order, a ₹61,999 refund was directed after an iPhone order yielded a power bank. Each decision depended on its own evidence and the parties’ roles.
Finally, check whether you are dealing with a payment problem rather than a rejected return. If a card or UPI payment failed, or Amazon says it processed an accepted refund but it never reached your account, ask for the refund reference and raise the missing transaction with your bank or payment provider. If its response is unsatisfactory, or you receive no response within 30 days, the RBI Ombudsman can be approached at cms.rbi.org.in for a payment-service failure. That route does not decide whether Amazon ought to accept a disputed return.
You can start today with just three things: save your order and payment proof, send Amazon one precise written request, and note your complaint number. If that does not work, NCH and the Consumer Commission give you further routes. You do not have to solve the entire dispute in one day; you only need a clear next step and the records to support it.
